Edmonton Minute: Parking Bans, Intersection Closures, and New Police Commissioners

This Week In Edmonton:

  • This morning, at 9:30 am, the Community and Public Services Committee will meet. The main agenda item is the Public Spaces Bylaw. The purpose is to consolidate and replace the City’s three primary public spaces bylaws (the Parkland Bylaw, the Conduct of Transit Passengers Bylaw, and the Public Places Bylaw) into one. The proposed rules would introduce new bylaw offences for certain public behaviours, with fines ranging from $25 to $1,000. These include holding a protest with more than 100 people without a permit, spitting in public, using drugs, panhandling near or on roads, feeding birds and cats in public areas, and, for adults, riding skateboards, roller-skates, or e-scooters on sidewalks.

  • On Tuesday, the Agenda Review Committee will meet at 8:30 am, and the Urban Planning Committee will meet at 9:30 am. At the latter meeting, the Committee will discuss Valley Line West 2025 Roadway Construction Options and Impacts. (More on this below!).

  • The Executive Committee will meet on Wednesday at 9:30 am. The agenda includes a discussion about subcontractor compliance with the City’s Sustainable Procurement Policy, and the closure of vehicular access to some parcels of land on 106 Street between Jasper Avenue and 102 Avenue in support of the Warehouse Park Project.

 


 

Last Week In Edmonton:

  • The Province appointed two new members to the Edmonton Police Commission following complaints from the City's outgoing Police Chief, Dale McFee. McFee had raised concerns about City Council's appointment process, accusing two of Council's chosen Commissioners of anti-police bias. An investigation is ongoing. The new members, Mike Saunders and Jessica Jacobs-Mino, will help to oversee the Edmonton Police Service and select McFee’s replacement.

  • Councillors discussed a towing program to address the issue of vehicles left on the streets during parking bans, which hampers snow clearing efforts. Despite raising fines for non-compliance, some Council members pointed out that enforcement remains insufficient due to a lack of bylaw officers. With 95% of residents following parking bans, the 5% who don’t cause significant delays in snow removal, leading to frustration. Councillor Andrew Knack proposed a motion to implement towing, emphasizing that there is no excuse for ignoring the bans. The discussion will continue in future Council meetings, and Administration has been tasked with exploring towing options and additional resources to improve enforcement.

  • Businesses and residents along Stony Plain Road in west Edmonton have been dealing with ongoing construction related to the Valley Line LRT, which has caused significant disruption. Council is now discussing how to speed up the project, potentially by closing key intersections for extended periods, a solution that may bring short-term pain for long-term benefits. While some business owners are on board with the accelerated plan, concerns about business impacts, such as losing customers during closures, remain. The proposed plan involves multiple phases of closures from April to November 2025. Council will discuss the plan further on Tuesday, with a goal to complete the LRT construction by the end of this year.
