    The people of the city pay for garbage and recycle fees, with the property taxation. So this increase of cost is a diversion and excuse. The federal government have already lost their attack on the plastic use. Unless the city council wants to show some data on the savings of plastic use, then this is a money grab on their part. A tough question is towards the city council not doing proper recycling work and they have to increase cost, to pay for the service. By putting a charge on these items, they are upsetting the people in the city, to toss the items in the trash. Due to the conflict message of paying for something that was supposedly recyclable in the past. The city council is sending the wrong messages by charging for these items and going against ruling that stopped the federal actions. Shopping bags used to be used for trash bags after getting the items home. Now, the citizens just go out and buy the bags. Completely destroying any council claim that it lowers use by the people. They just buy them now, not get them from the stores. The way the council is acting, they want to end all recycling practice.
